Society of today needs 'Man's Law' in order to keep a reasonable amount of control over misguided souls.
However, the Collective Conscious is growing more and more rapidly- since we entered the new Millenium. The new Millenium Astrologically represents Man's ability to think for himself and grow spiritually- thinking from the Higher Conscious and draw intelligence from the Universal pool of Knowledge.
As, and when this happens, we are returning to our original and forgotten state of Awareness and Alignment. This state does not need Man's Law to govern it, as we will not be possessed by previous underlying habits, all derived from fear and insecurities.

When this state is reached, no man will need to be told what is 'right' or 'wrong', they shall be guided by the Laws of Nature with only love in their hearts.

as the analogy of the man child, born with the potential to become the man god, needs guidance until consciousness unfolds with the self-conscious,
it will take some time yet for us to see reality instead of the relative truth that holds us back from learning how all is connected. but once attained, Mr Adams quote is on target the liberty to choose the right thing to do within the order of nature.
