Universal law is a misnomer,,, there are so many different dimensions,, each one is so different (and so similar ) every universe (in the multiverse) has different rules. The only "laws" that are in every dimension (or universe) in every density is "love and light". This is a constant in all plains.

Love.... If we live life by that, all other laws will co-operate.

In the beginning... God said, "Let ther be light" and there was light. He continued speaking things into being using the Law of Attraction. So maybe the Universal Law would be the Law of Attraction. However, another important law is As above so below, as below so above, as within so without, as without so within. But if the thoughts are within, then they are without as in manifestation of the LOA. So the LOA fits in the As within so without law because what happens out there is a mirror of what is happening in here. So then the Universal law would be As above so below, as below so above, as within so without, as without so within and the LOA is a sublaw of that.

all things emanate from something,
mother nature has a plan to follow,
